For years & years our used fluorescent lamps containing mercury
have been disposed of in our landflills, until now. As of today, the
EPA has ruled that companies are now responsible for recycling the
spent lamps they use. The EPA decided to do so after years of mercury
containing lamps were emitting mercury into our stream, lakes and rivers.
This mercury was and is eventually ending up in the human food chain.
The inclusion of fluorescent & HID bulbs into the Universal Waste
Rule will allow for less stringent requirements regarding the collection,
transporting, record keeping, and storage of fluorescent & HID
bulbs. The recent addition of fluorescent & HID bulbs to
the Universal Waste Regulations will make it easier for generators
to properly manage this toxic material.
Under the new Universal Waste Rule, mercury-containing lamps can be
handled much more cost-effectively. In order for the bulbs to be classified
as "Universal Waste", they MUST be recycled. If the bulbs
are sent to a recycler, generators and handlers are subject to NO regulatory
burdens. The Universal Waste Rule allows for the bulbs to be shipped
on a bill of lading using a standard trucking company; as long as they
are destined for recycling.
If you choose not to recycle, your other option is to ship the bulbs
to a hazardous waste landfill. Shipping your bulbs to a hazardous waste
landfill will exclude you from the Universal Waste Rule, and will subject
your company to all hazardous waste regulations. Exclusion from the
Universal Waste Rule requires that the proper record-keeping, collection,
storage and hazardous waste transporting requirements be followed.
The shipping costs to use an approved hazardous waste
trucking company can cost up to 75% more than standard trucking companies.
